In the latest versions of jupyter-book the default theme was overhauled, which makes the scrollbars too narrow and they no longer resemble scrollbars. Apparently the pydata-sphinx-theme folks believe that everyone is reading API docs on their phone, where space is at a premium.
The ::-webkit-scrollbar css stuff imposed by the theme is non-standard, not configurable in the sphinx config, nor easily overridden with custom css. I've opened an issue on the pydata-sphinx-theme tracker, but received no response after 3 weeks. The simplest path forwards is to change the theme.
