inconsistent variable naming conventions in liftOver maintanance code #692

While reviewing #574, @jeromekelleher pointed out that there is a mix of camelCase, CamelCase, ALLCAPS, and snake_case used for variables in the liftOver maintenance code.

I will work on correcting this as soon as I get the chance.

Thanks @jradrion - I don't think it's particularly high priority, though.
