Now each feature should documented at Command help, README.md, CHANGELOG.md.

This task has several subtasks:

[x] store most docs in command help
[x] generate readme from command help, something like symfony/symfony#6327
[x] generate changelog from commit messages, like this - skywinder/github-changelog-generator or vaab/gitchangelog
[x] add site at https://transmission-cli.popstas.ru
[ ] make site update automatically
