Instead of testing multiple keys against 1 threshold, this now takes a key: value dict of all info entries and their corresponding threshold value to pass
The MOI class setup now creates one dictionary of all the thresholds relevant to SVs, and a corresponding one for Small variants - the appropriate set of filters is passed to the testing method and all are tested at once
The boolean return of that method is now True for a pass, instead of True for a Failure. The name has been updated to check_frequency_passes for clarity
