Capture both sides of a Comp-Het if either side is new #359

When we create the latest-only report, when one side of a comp-het is 'new', only the new variant is retained. A reference is made to a second 'supporting variant' which is stripped out of the report.

Fix this so that when we run date filtering we keep new variants, or partners to new variants
