Deploy a local instance of Hail Batch #1

For data sovereignty reasons, we need to deploy an Australian-local version of Hail Batch. As a side effect this will also make it much less likely to incur accidental network egress costs for datasets located in Australia.

As part of this effort, we should investigate whether terraforming the existing configuration makes sense.

Depends on #3.

This is now working. Using Hail Query through Hail Batch will require some upstream issues to be fixed. Ideally we'll be able to contribute to that.
