Upstream 0.2.126 and proposed OOM-killer fix (3b38d0b) #317

In particular, we need to incorporate and exercise https://github.com/hail-is/hail/pull/13977 as the proposed fix for jobs becoming unresponsive due to being targeted by the kernel's OOM-killer.

Due to 2e536ffe66fea0aee49da36af6daa3fd18216ff4 we also need to generate a new batch-worker-15 boot disk image, which has been done.
