made caching is used correctly for pc_relate and it is executed only once
extract pc_relate into a standalone script. It's the only part that needs non-preemptible workers, so this should optimize cost
remove make_mt_for_pca function (we don't use most of the features of get_qc_mt, so removed this dependency)
