General name change AIP -> Talos (finally)
Adds a new Stage to pull a PED-ish file from Metamist (instead of using the prod-pipes write_ped method)
Localises all inputs, and delocalises all outputs using Hail
Localises the MT for the small-variant and SV labelling stages

This will tie in to the changes in https://github.com/populationgenomics/automated-interpretation-pipeline/pull/407, both should be closed together
