First pass of merge, quite painful - but it's some base we can build off as we get closer.

@cassimons:

• Privacy Policy and Terms & Conditions have changed upstream, we should look to update

To relook at with fresh eyes and test:

• igv_api: lots of changes around methods I changed in #178, so check the functionality is still preserved.
• Dockerfile: new services have been added, need to check that we're still copying in all the right files.
• Build process: They've updated node during the multistage build, check our github action still works
