Candidate Guide - Figure out process for transferring responses in Primaries to Generals

We need to facilitate the transfer of responses to questions for Primary guides to responses in General guides for those candidates who make it through.

Some thoughts:

• Do we need to automatically create those General guides in order to transfer over the responses?
• Does our platform wait until a General guide is created before it recognizes that, and triggers a script to copy over responses? Like maybe there is a modal or an option that allows users to copy over responses for candidates who had existing question responses in the primary?
• Is this leading us to associate questions to candidates instead of races? What are the implications of that?

responses are already associated with candidates, not races. the questions however, are associated with candidate_guides, which have associated races. i think the need here is for a computed resolver associated_race on the race that points to the primary or general and then automatic sharing of responses between the associated races
