Ensure politician political scope filter buttons are toggleable. #81

@bastardlee Curious what the desired behavior is for these filter toggles.

  1. Only one filter can be selected at a time, and allowed to be deselected
  2. Multiple scope filters can be selected at the same time and allowed to be deselected?
  3. Some other configuration
