Convert directly from csv to json with dynamic typo correction #89

Download csv directly with build_province_and_cases.py
No csv saving to git repo anymore (Now the size is 80 MB and will reach the limit soon)
Removed dataset.csv
Typo correction using difflib
For cases where difflib can't correct use regex to fix accordingly
