added a new entry for congo #22

I couldn't find congo in the country list (I know democratic republic of congo exists under data) Created this json so that if someone tries to use "Congo" the code shouldn't throw an error

Seems a bit confusing IMO as there are two countries that could be meant:

  1. Democratic Republic of the Congo (formerly Zaire)
  2. Republic of the Congo

I'm not sure just picking one of the two to avoid an error is the best way to handle this
