SPIKE: Release Design System Library in public Figma Community

Scope

Currently we have technical, budget and effort limitations for onboarding everyone into the Porsche Figma Org. Thus we want to evaluate the alternative of an external community file that can be used (and updated) as library in own company or private Figma environments. This would also offer the possibility of better community contribution/feedback.
