Add ORT analyzer workflow from cookie-consent-banner #1

In order to allow other projects to use the ORT analyzer workflow, I'd propose to move the reusable workflow from cookie-consent-banner to the more common repository .github.

The workflow can be called by using

uses: porscheofficial/.github/workflows/ort-analyzer.yml@main
