Treat "Active" redstone ore as the same block type as inactive redstone ore

Reproduction steps:

• Place 5 x 5 redstone ore on the ground
• Stand on top
• Try to use the wand to place another 25 redstone ore on top

What I expect: 25 new redstone ore blocks on top

What happens: randomly between 1 to 25 depending on how many happened to be emitting particles at the time the wand was used.
