Tag selector on posts is not working

When you select the tag on the bottom of a post, it throws a 404.

I might not be checking the same page, but if I click on one of the tags at the bottom of a post like this one, I find:

• If the tag is a single word, it takes me to the appropriate heading in the tools-and-resources page (e.g. https://portage-ceg.github.io/en/tools-and-resources/#metadata)
• If the tag is multiple words, it takes me to the top of the tools-and-resources page (e.g. https://portage-ceg.github.io/en/tools-and-resources/#data%20repositories)

The reason for the problem in the second example is that the tools-and-resources page uses '+' as an empty space filler for headings. So, we need a way for the url associated with tags with spaces to use '+' instead of ' '. e.g. https://portage-ceg.github.io/en/tools-and-resources/#data%20repositories should be https://portage-ceg.github.io/en/tools-and-resources/#data+repositories
