Changes proposed in this PR:

Update the "Latest Update" section to cite the upcoming v4.1 upgrade.
Add/edit workflow badges according to GitHub's guide: https://docs.github.com/en/actions/monitoring-and-troubleshooting-workflows/adding-a-workflow-status-badge
Replace MySQL instructions with PostgreSQL.
