Why We Should Add a .ruby-version File

We often receive Dependabot PRs that are incompatible with our ruby version. Having a .ruby-version file might remedy this.
GitHub Actions, such as https://github.com/ruby/setup-ruby often read this file, eliminating the need to specify ruby-version: x.y.z in workflows.
