Shibboleth Docker changes. #644

Fixes # . This is a work in progress. Changes posted in this PR needs clean-up and lots of work is needed to be added. Changes proposed in this PR:

  1. Rails application will be set to run with apache (clean-up is needed).
  2. Shibboleth added to the application (work in progress).
  3. apache config file directory changes are pending.

  4. TLS certificate in pending.
