Allow for Multiple Allowed Hosts in Each Rails Environment #689

Issue Description
To avoid getting a 403 error, a domain name must be added to config.hosts within config/environments/.
We are currently adding the allowed hosts via Rails.application.secrets.dmproadmap_host. However, for each environment, the codebase currently only allows us to assign a single host to config.hosts
This already presents a problem when accessing the sandbox site, as it used to be accessible via two different urls.
