We should move the Actor Library to a portals-libraries sub-project. See the SQL experiment branch for how to do a new libraries sub-project https://github.com/portals-project/portals/tree/portals-sql-experiment.

The tasks are the following:

[ ] Create a new sub-project called portals-libraries.
[ ] Move the Actor library (currently in the examples sub-project) to the libraries, together with the test files thereof.
