Link Help Page to Documentation #3591

I didn't realise the help page was active, I assumed it had been abandoned in favour of the Forum.

Describe the solution you'd like

Link the help page for the configured language from within PP so it is used.

@flywire: in case of missing documentation, please use the corresponding git repo to insert issue or (even better) create a pull request to extend the help page.

If it's linked I'll update the help page.

The manual is work in progress - a terrific job by @hug-sch Once it reaches a stable state and some more reviews, we'll make a bigger splash. For the time being, your feedback is very much appreciated

To be clear I'm suggesting a single menu item between Welcome and Forum named Manual. It is too hidden in Help, About, Writers.
