rtsp play : the TimeoutMonitor time is too short . #3

[REQUIRED] A full bug report captured from the device

Some bandwidth is slow , it need long time. I suggest make the time can set by developer(or user ) and throw the Exception.

and I how to use TCP play rtsp?
