Background updates

As work is being performed on QCheckers, some general background areas have lagged behind.

The screen Help > About-QCheckers is out of date. There are several sections to be updated:

• The version number is at 0.8.1 but is now at least 0.9.0 (0.9.0.3 is showing in some distributions)
• Copyright information shows 2004-2005 Artur Wiebe while internal files show 2004-2007
• Copyright could be updated by adding 20??-2022 with Ilya Portnov as copyright holder
• Website listed as qcheckers.wibix.de needs to be updated to github.io website page
• License statement could add "version number 2" since there are multipe GPL versions and this is the version in the program package

All this information appears to be in the file common.h

The file ChangeLog is also out of date. I do not know the history of the program. As most of the previous websites do not exist, I cannot find information on it. I made a guess as to what the ChangeLog file could be, and attached it to this post, but uploading required the file to have a .txt extension that is not in the repository.

The AUTHORS file could also be updated to move Ilya Portnov from contributor to main author section.

These are just some simple things I found when I was upgrading my very old computer system. Looking on the internet to be sure I had the proper files I found these inconsistencies. They are not critical, but it would be helpful if the information was correct and current.

I thought the merge request was setup that it would delete this issue automatically when the merge occurred. It didn't appear to work. This can be closed.
