Release helm chart 5.0.0 for px 3.2.0 and operator 24.1.3

What this PR does / why we need it:

• Updated stc for operator 24.1.3
• Updated operator version to 24.1.3 and px version 3.2.0 in helm chart
• Created helm release 5.0.0 for new px release
