Quoting from /usr/portage/licenses/no-source-code:

The "no-source-code" license label must never be used on its own, but only along with the license under which the package is distributed. So LICENSE needs one more entry, potentially "all-rights-reserved".

Also, please add a "-bin" suffix to the package name. It's not a hard requirement, but a convention followed with only few exceptions:
