add prerelease branched to merge workflow (#5388) #5421

Backport https://github.com/posit-dev/positron/pull/5388 to the prerelease/2024.10 branch.

The PR CI first failed due to a yarn error. Upon re-running, it seems to be indefinitely stuck on finding a build agent. Not sure yet why that is -- perhaps we need to modify another workflow script?

Merging this so it is consistent with the other pre-release branches, but if any issues occur, we probably won't address them unless we need this branch down the line.
