Invalid destination in Select Destination if there is no configuration

Steps to reproduce:

• Add your first destination
• Delete the configuration
• Click the Select Destination dropdown

I may have missed a discussion on this, but the Destinations without Configurations are still listed.

This is what I would expect, but based on this issue it seems like that may not be the case for the team?
