Add MacOS, linux arm64 to CI #221

GHA doesn't have a MacOS arm64 runner. Need to look at selfhosted runners - we think there is another team at Posit that may have one.

It looks like the runner may be in public beta, but is not generally available yet? Will need to investigate.
