Adding OSM XML Data Sets Should Not Override Edits #49

If we have a bunch of edits loaded and then load an OSM XML file, right now that file is put on top. Those purple buildings are purple because we see both the pink and the blue. There should only be pink.

[x] Keep a hash set of the edited elements added to the spatial index.
[x] When adding a dataset, check the ID with the edited element hash.
[x] If the non-edited element collides with the edited element hash, don't add it to the spatial index.
