Render evacuation routes #15

Some of the volunteers in Ecuador tried to map these (there was signage). They should be mapped as relations, so it's not straightforward to map, but we should show the data if it's present.

That would be evacuation_route=yes?

Overpass doesn't show any of these in Ecuador. http://overpass-turbo.eu/s/g8A

Taginfo's map only shows them in Taiwan, Indonesia, and (I'm guessing) Fiji: http://taginfo.openstreetmap.org/keys/evacuation_route#map

Do you happen to have a link to an area (or even better, a feature) where I can see one of these mapped in practice?
