Added the issue template that will require to be used for any new issue that is created in this repository.

@InessaPawson and @ftarlaci , I'm trying to set up the issue template following: https://docs.github.com/en/communities/using-templates-to-encourage-useful-issues-and-pull-requests/configuring-issue-templates-for-your-repository. I don't appear to have the proper permissions on possee-org/genai-numpy to see the options in that document.

@ftarlaci could you double check https://github.com/possee-org/genai-numpy/blob/main/.github/ISSUE_TEMPLATE/config.yml, it appears the YAML got stripped from your file. I see this happen all the time when trying to download (not pull) a file with a YAML.
