Updated reviewtools.py #92

Added a skip option to preserve the first skip number of lines. This is needed to make sure we don't change original docstrings. Blank lines now appear between text and codeblocks. Indentation is all automatic based on indentation of first non-blank line. Removed commented out code that is no longer needed.
