Request: Github release #3

Hey Chris!

This is just a simple request for a github "release" of the CTT. It doesn't need to contain any assets, but this means I can have the CKAN index it, which means we can depend on it for RP-0, which means that one day I may be able to play KSP. ;)

Absolutely, especially since everyone loves NFT! :) We even have a shiny new guide for helping people getting started with adding mods to the CKAN.

(It mentions both quick-starts for github and kerbalstuff, but mods can be hosted anywhere; it's just that GH and KS give us APIs, which mean that bots rather than humans can write most of the metadata for us.)

Just a heads up that I've made an unofficial CTT release at https://github.com/pjf/CommunityTechTree/releases/tag/v0.1-unofficial so we can put a dependency into RP-0 and have it install correctly. I wasn't exactly sure of the version number, so I hope I picked an appropriately conservative one. When the official release goes up, please do let me know, and I'll flip everything over.

As for NFT, there's actually a few submitted metadata files already in our queue. They have a couple of kinks that need to be worked through, but I suspect if you just wait a day or two then you'll start to see them popping up on the CKAN without any other work. (Having said that, github or kerbalstuff releases make things much easier on our end, because then we can auto-detect releases; although we're looking at consuming more of the AVC spec to do the same.)

Glad that headache of reuploading everything to KS was worth it then! Think I can close this issue now.
