Fix RCS thruster stats as displayed in tooltip #198

The smaller RCS block has thrusterPower = 1 in its lithium B9PS option, but thrusterPower = 10 in ModuleRCSFX, which is causing its thrust, fuel, and electricity consumption to display incorrectly in the VAB tooltip.
