Because of dry mass differences between stock fuel tanks and liquid hydrogen tanks, the LV-N becomes so weak that in most use cases it delivers less dV than common chemical engines. Other NTRs are similarly affected when patched. The patch must be reconsidered - either wholly different engine stats must be assigned, or tank dry masses must change (see #7)

Hydrogen tanks and NTR patch moved out of NF Propulsion for now, perhaps pending future separate release.
