Reactors won't start #94

Clicking on the Enable Reactor button doesn't start the reactor. The reactor tries to turn on but immediately turns off. I saw some text in the logs that says, "Reactor has no fuel!", but I know the reactor has fuel because the Enriched Uranium level is full.

I fiddled with a new reactor and compared some of the module values. It turns out the reactor won't start when the flowState is set to false on the Enriched Uranium resource. I'm not sure why it was set to false or how it got that way.

This was caused by locking the parts in the TAC Fuel Balancer mod. Making sure all the parts are unlocked fixes the issue.
