Trying to access the Contact List or PETR before the plan is approved is throwing an error #284

Even if a plan isn't approved, Aram would like the plan creator or collaborators to access these. They may have some useful contact info to submit upfront, and he would like them to know what is going to be expected of them in the PETR.

@ttmp not sure what the contact list for PETR is. The link at the top of that page is the same contact list as the plan.

Sorry, that was a typo: should read "Contact List or PETR" (not "of"). Updating.

If we can't fix this and make these available before the plan is approved, then we need to make the UI more user friendly. My fixes to this issue, in order of preference:

  1. Enable users to click on these once a draft has been saved. [Maybe buttons have been greyed out before then.]
  2. Enable users to click on these once the plan has been approved. Make buttons inactive until then.
  3. Throw a more helpful error message. Rather than saying you are not authorized to view it, say, "These documents are not available until this plan has been approved."
