update to bullseye; 14rc1

upstream changes:

• pg 9.6,10,11 : both [ stretch and bullseye] version !

• The "stretch" version has not been updated yet ... so I am not understand ...

This PR changes:

• update debian postgis 3.1 to bullseye
• keep debian postgis 2.5 to stretch ( NO bullseye postgis2.5 )
• remove 12-2.5 ( no 'buster' in the upstream https://github.com/docker-library/postgres/tree/master/12 )
  • if we need - we need to ask !
• remove 12-master ; add 14rc1-master ( just support the last 2 pg version in the master )
• update postgres to 14rc1
• refactored ./update.sh
• Dockerfile.master.template :
  • debian version added to the FROM part
  • bullseye fixes ( different libs )
  • sfcgal version locked ( build error )
• Dockerfile.template :
  • debian version added to the FROM part .. so easier to debug..
    • FROM postgres:9.6-bullseye
    • FROM postgres:9.6-stretch

The open problem for the next week:

• The "stretch" version has not been updated yet ... need to re-check - or create an issue in the upstream.
