The repo 'http://apt.postgresql.org/pub/repos/apt/ buster-pgdg main' (is being used in an official postgres:latest docker image) does not include the postgresql-13-rum package unlike a similar postgresql-12-rum package. So projects using rum indexes can't use postgresql 13 with debian package system.
Could you tell who is responsible for the package and where can I write for it?
It happens, since we fixed pg13 compatibility a bit late, so just ask Devrim (in Cc) to update the repo.
