Add the peculiarities of the French language to punctuation verification #43

In French, if you have a citation beginning with "«" at all paragraph you may to begin it with a new «. Example: This is a citation: « This is the text of the citation. « This is a new paragraph, and it ends the citation ». Then when you want to check the pairs of punctuation, the result are not exact.
