[MARKENG-401] set up optional dependencies; public v. private #345

What are the changes? Branched from develop, this makes pm-tech an optional dependency, w/ supporting conditionals.

Why make these changes? ATM, it is assumed a developer has NPM credentials for installing the private pm-tech SDK package. OSS developer do not have cred. The build will fail for them. This is an OSS app. It needs to work publicly & privately, as needed.
