I exceed Collection runs limit, but I am still run new collection run #13151

Is there an existing issue for this?

[X] I have searched the tracker for existing similar issues and I know that duplicates will be closed

Describe the Issue

I exceeded the limits that 25/25 runs per month, but I could carry out new runs

Steps To Reproduce

Run until exhausted limit runs per months (25)
Right click to a folder
Select run the folder
Carry out a new run Actual: A new run will be executed successfully.
