Make disableCustomCSS work similarly to disableTextColor #46

Instead of blocking only the bu...happi board CSS, work on profiles (and some channels have custom CSS too?) as well with an enable and disable css button

If no takers, I can work on this after exams

Issue with jumping, moving all blocking and runtime injections to happen before page is drawn soon.
