feat: allow creating mandown metadata for existing comics #40

If md.metadata.json is removed for some reason, the new CLI command mandown init-metadata <PATH> <SOURCE_URL> will allow using existing folders that don't have md-metadata.json for a smooth migration from Mandown <= 0.8.1, populating all necessary fields.

Also rename mandown.iohandler to mandown.io.

Resolves #36 .

TODO: instead of finicking around with BaseComic, use a LocalComic that does not have sources.
