Show information/destination of portal by looking at them #8

We should have the ability to show information in a tooltip above them now - how about the destination of the portal? Or even name: a[new line]dest: b.

We also should look into showing more contextual information this way if you stare for a few seconds.

The one challenge is going to be figuring out how to do this efficiently. Perhaps we can wait until you've looked at one block for a few seconds? Need to see how other plugins do it.

For now I added a way of just looking inside the portal instead of having to stand right in it when running the commands and also a way to use the name directly in 56a2047e0e1def780d1b7a88a9f1eeaf946b1f3f. This should help a bit with the amount fiddling that is required especially when trying to change the warp.
