MSSP is designed to function as a more reliable way to advertise client
features (and user preferences) to a game than the server implementing TERMCAP.
Of particular note is its ability to quickly and unambiguously negotiate
support for xterm-style 256 colors. Combining this a brief delay on connect to
negotiate capabilities allows games to safely render 256 color welcome screens.
