Create Subtree merges for dependencies #2

Currently the codebase uses PHPTAL and JQuery. These should be included in the codebase as Subtree merges.

In the end I went with using https://github.com/apenwarr/git-subtree to aid in maintaining subtrees. Added PHPTAL and Barf repos as sub-trees.
